I recently tried to set up a game but vassal has been updated many times since the last time I used it, and there seem to be problems with the game. Some GM cards cannot be sent to the Card decks unless transferred manually and the game lags badly. I accessed the editor to check for possible errors, but since the game is as written I can only assume that the problems lie with vassal or java. Some commands seem to have disappeared altogether, mainly global commands. If you have time could you please check the coding for errors.
